FCCB Receives FHLBank Pittsburgh's Prestigious 2025 Pillars of the Community Award

06/27/2025

Mansfield, PA—First Citizens Community Bank (FCCB) has been honored with the Federal Home Loan Bank of Pittsburgh's (FHLBank) 2025 Pillars of the Community Award. This highly esteemed award is FHLBank's highest organizational honor, recognizing member financial institutions that demonstrate exemplary commitment to community development and effective use of FHLBank's community products.

For over 150 years, FCCB has been committed to fostering relationships and making a tangible impact in the communities it serves across Pennsylvania, New York, Delaware, and New Jersey. This award recognizes FCCB's significant contributions to fostering local growth and well-being.

“We are incredibly honored to receive the 2025 Pillars of the Community Award from FHLBank Pittsburgh,” said Randy Black, President and CEO of FCCB. “This recognition is a testament to our team’s dedication to our communities and our strategic use of FHLBank’s vital programs over many years. We believe in investing in the places we call home, and this award affirms the positive impact we’re making through initiatives that support affordable housing and economic development.”

FHLBank Pittsburgh is a crucial partner for financial institutions like FCCB and plays a significant role in the broader banking industry. They help provide consistent access to low-cost funding and liquidity, enabling local lenders like FCCB to support mortgage lending, small business loans, and community development projects, even during economic downturns. Its programs are instrumental in promoting affordable housing and community development, with at least 10% of its net income dedicated to the Affordable Housing Program (AHP). This partnership allows banks like FCCB to say “yes” to more customers, fostering homeownership, small business development, and revitalization of underserved areas.

FCCB’s successful deployment of FHLBank community programs was a key factor in its selection. Notably, the bank has utilized:

  • Banking On Business: This program is focused on fostering economic development and supporting local businesses. Through Banking On Business, FCCB provides crucial capital to area entrepreneurs, enabling them to expand their operations, create jobs, and contribute to the overall economic vitality of the communities we serve.
  • First Front Door: A vital program dedicated to increasing affordable housing opportunities for individuals and families, First Front Door assists eligible first-time homebuyers with down payment and closing cost assistance, making the dream of homeownership a reality for those who might otherwise be unable to afford it.
  • Home4Good: This flexible grant program supports projects, programs, and activities that lead to stable housing for those who are homeless or at risk of becoming homeless. FCCB's participation in Home4Good has helped fund numerous critical initiatives, including rapid rehousing, homelessness prevention, and support for vulnerable individuals and families in our communities.

These efforts reflect FCCB’s mission to foster deep-rooted relationships within the community. Beyond strong lending and grant programs, FCCB’s directors, officers, and employees contribute thousands of hours of volunteer time each year to local non-profit organizations across their footprint. FCCB also sponsors many educational endeavors, including scholarships and comprehensive financial literacy programs for all ages.

Notably, this marks the second time FCCB has received this prestigious award, a rare achievement within the FHLBank system. The bank first earned this recognition in 2007 when it was recognized for investing over $43 million throughout its marketplace in 2006, improving neighborhood infrastructure, keeping jobs in the area, and helping homeownership become a reality for consumers of modest means. The bank utilized FHLBank Pittsburgh’s at-cost Community Lending Program to upgrade storm water and sewer service, finance a water filtration plant, construct a water storage facility, and improve schools. They also delivered grants to lower-income first-time homebuyers through the First Front Door program and distributed Affordable Housing Program grants to make rental housing available for low-income families. The Banking On Business program was also leveraged to extend needed capital to area entrepreneurs. This history underscores the consistent and long-standing impact FCCB has made in its communities with the support of FHLBank Pittsburgh.
